Good idea but has some design flaws

I decided to give this belt a try because even though my husband knows how to swim when he stops moving he sinks like a rock, it is fascinating how he can't float for the life of him. The belt supported his 190 lbs frame with ease, but the strap has a critical design flaw, it doesn't have a buckle to hold the belt in place, rendering basically useless. I believe we will either use a safety pin or even saw it in place to be able to use it for real.
