I Think I Received a Defective Unit

I don't think I can use this. It seems like it would be great, if I could attach it. It comes with two inserts, one on each end. One end has two screw holes, one end does not. I can't figure out how to securely attach it since only one end came with the screw holes pre-drilled. It will be too much weight if only one end is secured to the wall. I'll probably end up sending this back. See pics. 

Please let me know if I'm using this wrong.
