weird discoloration

I liked the look of this casual cold shoulder tunic dress and really liked the fact that it had pockets in it but it had a weird discoloration on the fabric in several different places on the dress. The material was also a bit more sheer than I personally prefer so I would definitely need to wear a cami under it so that my undergarments would not show through it.
