Definitely need a chapstick to apply over. Great colors but very hard to apply. It really is waterproof after it drys but it takes a while to dry and is hard to apply so you end up trying to wipe it off and have patchy lips which then you apply a chapstick to get to rub in and smooth out then BAM! No longer waterproof.
