This is a cute harness but it runs small. Small was too small for my 3.5 pound Chihuahua I should have gone up 1 size. The velcro is pretty strong so I wouldn't be worried about smaller dog getting out of it. I was suprized with how well it was made. The pockets on it are actual little pickets too. A lot of attention to detail on this cute harness.
