My hubby laughed when we got this in the mail. But now he loves it. Where we live it's very dark at night with no street lights. We turn this on when our dog goes out to pee at night and we can see where she is at! We all love it. Works great as it recharges itself! Fits perfect on her too. It has the loop for her tags and it's adjustable. The neon green is very bright and pretty! It flashes or stays solid.
